China issues new Exit-Entry Administration rules, effective Sept 15, 2026

On July 31, 2026, China's State Council issued new Regulations on Exit and Entry Administration that take effect September 15, 2026. Foreign nationals who submit false materials in visa or port-of-entry applications can now face an entry ban of one to five years, and immigration-intermediary agencies must register with local authorities (existing agencies within 90 days of the effective date; new ones within 15 days). Foreign enterprises are barred from providing these intermediary services, though foreign-invested enterprises operating in China may.
