Uttar Pradesh Startup Policy 2026 sets up Rs 1,000 crore fund, doubles seed grants

The UP Cabinet cleared the Uttar Pradesh Startup Policy 2026 on 6 July 2026, creating a dedicated Rs 1,000 crore startup fund. Standard seed funding doubles to Rs 15 lakh (up to Rs 50 lakh in special cases, Rs 30 lakh for deep-tech), deep-tech ventures can access up to Rs 100 crore in patient capital, and the founder sustenance allowance rises to Rs 20,000/month for two years. Prototype grants double to Rs 10 lakh (Rs 20 lakh for deep-tech), with IP/certification support up to Rs 2 crore.

Why this matters for founders

Founders incorporated in or willing to base in UP should map their stage to the new tiers (seed, prototype, deep-tech patient capital) and apply through a UP-recognised incubator, since incubator affiliation gates most grants and the doubled amounts materially cut early dilution.
