Budget 2026: $10m Emerging Managers' Programme via NZGCP to back new startup VCs

Budget 2026 (delivered 28 May 2026) allocated NZ$10 million in capital to a new Startup Support Package - Emerging Managers' Programme, delivered by NZ Growth Capital Partners (NZGCP) as a fund-of-funds that backs selected emerging and first-time fund managers who invest in startups. The Budget also shifted NZGCP's Aspire NZ Seed Fund to Crown funding. NZGCP said it hoped to start deploying the $10m fund within the following quarter.

Why this matters for founders

The programme seeds new local VC/angel managers, so over the next ~2 years NZ founders should see more first-time funds writing early-stage cheques; track NZGCP-backed emerging managers as fresh sources of seed capital and warm intros.
