China extends jobless-insurance refunds and youth-hiring subsidies through end-2026

On July 2, 2026, China's Ministry of Human Resources and Social Security and three other departments jointly issued a circular extending unemployment-insurance support through December 31, 2026. Small and micro enterprises can reclaim up to 60% of the prior year's unemployment-insurance premiums (large firms up to 30%), and a one-time job-expansion subsidy pays a per-head amount for each newly hired recent graduate or registered unemployed youth aged 16 to 24.

Why this matters for founders

A founder who paid unemployment insurance in full for 12+ months and kept layoffs at or below the target can apply through the local social-security bureau for a cash refund of up to 60% of last year's premiums, and claim per-head subsidies for hiring young staff before the December 31, 2026 deadline.
