New 9/11 biometric fee adds $4,000 to many H-1B extensions from September 9, 2026

A DHS final rule published August 10, 2026 and effective September 9, 2026 extends the 9/11 Response and Biometric Entry-Exit Fee to H-1B and L-1 extension petitions, not just initial or change of employer filings. Covered employers (50+ US staff with over 50% on H-1B/L-1) now pay an extra $4,000 per H-1B extension and $4,500 per L-1.

Why this matters for founders

If you sponsor visa workers and cross the 50 employee, 50% threshold, budget the added $4,000 to $4,500 per renewal and time extensions with counsel to avoid surprise costs.
