Pennsylvania budgets $125M for Innovate in PA 2.0 to back life-sciences startups

Gov. Josh Shapiro announced on July 22, 2026 that Pennsylvania's 2026-27 budget includes $125 million for Innovate in PA 2.0, funding promising startups plus a statewide clinical-trial network for medicine, biotech and agriculture. It builds on the 2012 Innovate in Pennsylvania program, which generated $100 million for the life-sciences sector.
