From 1 August 2026, Sweden's amended Competition Act and a new Public Sales Activities law (Lagen om offentlig säljverksamhet, LOS) take effect. Konkurrensverket can now open investigations and order firms to remove market barriers without first proving a rule violation, intervene in acquisitions that harm even small or local markets, and require some firms on concentrated markets to give up to two years' advance notice of pending deals. It can impose fines up to SEK 20 million on public actors that create unequal conditions for private competitors; documentation duties for public bodies start 1 January 2027.

Founders planning an acquisition or an M&A exit should run a competition-law check early, since even small or local-market deals can now be scrutinized. Startups competing against municipal or state-run services can also flag distortions to Konkurrensverket under the new LOS regime.
