On July 4, 2026, the State Administration for Market Regulation (SAMR) and the Ministry of Commerce jointly released a 20-article draft amendment to China's E-Commerce Law for public consultation, open through August 4, 2026. It expands the law's scope to cover all participants in the platform economy (not just platforms and merchants), tightens platform liability, adds new enforcement tools beyond fixed fines and suspension orders, and adds provisions supporting Chinese e-commerce firms expanding overseas.
