In Announcement No. 70 of 2026, effective on its July 29, 2026 publication date, China's National Medical Products Administration lets brands launching first (or simultaneously) in China submit a 'China-first launch commitment statement' instead of proof of prior overseas sales. It also exempts several product categories (non-oxidative hair dye, physical-coverage whitening, general cosmetics with new ingredients other than children's) from submitting toxicological test reports, and lets similar-formula products under one registrant share safety and efficacy data.
