China issues 2026 to 2030 SME plan; targets 22,000 little giant firms, phase 2 national fund

On September 3, 2026, ten Chinese government departments led by MIIT jointly issued a plan for high-quality SME development over 2026 to 2030. It targets 22,000 national little giant firms and 50 SME cooperation zones by 2030, over 8 percent average annual growth in industrial SMEs' internal R&D spending, and launches the second phase of the national SME development fund to back early-stage hard-tech startups and IPO incubation.
