China issues first State Council regulation on outbound investment, effective July 1, 2026

On June 1, 2026, China's State Council released the Regulation on Outbound Investment, signed by Premier Li Qiang and effective July 1, 2026. Its 34 articles establish a unified framework governing overseas investment by Chinese investors, granting them independent decision-making rights while adding compliance, risk-control, and dispute-resolution requirements. China's outbound direct investment hit roughly USD 63 billion in the first four months of 2026, up 3.9% year over year.
