EU unveils Public Procurement Act to simplify bids and widen SME access

The European Commission published its Public Procurement Act on September 9, 2026, replacing the three 2014 procurement directives with one directly applicable Regulation for public contracts, utilities and concessions. Public procurement is about 14% of EU GDP; the reform adds lot splitting, advance payments and Made in Europe criteria to lift limited SME participation.
