China's 7-agency plan makes big platforms open tech, data and compute to SMEs

On June 18, 2026, seven agencies led by MIIT (with CAC, NDRC, MOST, MOFCOM, SAMR and the National Data Administration) issued the Action Plan for Coordinated Development of Large, Medium and Small Enterprises in the Platform Economy (2026–2028). It requires major platforms to publish 'opening lists' that share technology, data and computing power with SMEs, and targets 100+ resource-sharing pilot scenarios, 60+ deployable AI application scenarios and 10+ public service platforms by 2028.

Why this matters for founders

Founders building on or alongside China's big platforms can tap newly mandated openings of platform data, compute and AI application scenarios, plus co-branded overseas-expansion and brand-building support—track the forthcoming pilot-scenario and platform 'opening list' rollouts to apply early.
