Delhi Cabinet clears Rs 400 crore Start-up and Incubation Policy

On July 16, 2026, the Delhi Cabinet approved a Start-up and Incubation Policy committing over Rs 400 crore (~$46.5M) over five years. Phase one covers 11 state universities, 13 government-aided colleges, polytechnics and ITIs, offering one-time grants to set up campus incubation centres, annual operational support, and milestone-based cash to founders across prototype, proof-of-concept, product development and market validation stages.

Why this matters for founders

Delhi-based student, alumni and first-time founders should watch for the forthcoming operational guidelines and align with an incubation centre at an eligible institution to access milestone-linked grants (non-dilutive, no equity taken) and mentoring.
