European Commission proposes Innovation Act to unlock €10.2B/year for startups

On September 9, 2026 the European Commission proposed a new European Innovation Act to help startups and scaleups finance and grow in the EU. It would create a common EU IP-valuation framework and a digital IP marketplace, targeting about €35M in admin savings and €10.2B per year in new IP-backed venture and debt financing.

Why this matters for founders

EU founders should track this proposal as it moves through legislation; IP-backed financing and simplified R&D procurement could become a new funding route for asset-light, IP-rich startups.
