GENIUS Act stablecoin rules near finalization ahead of July 18 deadline

Federal regulators worked to finalize implementing rules for the GENIUS Act, the first US federal payment-stablecoin law, targeting a July 18, 2026 rulemaking deadline. The framework mandates at least $5M in tangible equity capital for licensed issuers, 1:1 identifiable reserve backing, redemption within two business days and Bank Secrecy Act compliance; the law takes effect on the earlier of final rules plus 120 days or January 18, 2027.
