MAS releases SAFR white paper on runtime safeguards for AI agents in finance

On 3 July 2026, MAS and industry partners published the 'Safeguards for Agentic Finance at Runtime' (SAFR) white paper under its BuildFin.ai initiative, an industry framework governing how autonomous AI agents authorise actions, trigger human oversight, and log every decision in real time. It was co-developed with eight members: Ant International, Circle, HSBC, J.P. Morgan Chase, Manulife, Mastercard, OCBC, and Visa, and covers three use cases (agent-assisted payments/treasury, wealth management document review, and controlled client engagement). MAS states SAFR is an industry reference and does not constitute regulatory guidance.

Why this matters for founders

Fintech and AI founders building agentic products for Singapore financial institutions should map their agents' authorisation, human-in-the-loop, and audit-logging design to SAFR now, since banks will increasingly expect vendors to meet these runtime controls in procurement. Aligning early turns a compliance checklist into a sales advantage with MAS-regulated buyers.
