MIIT issues 'Xiao-Kuai-Qing-Zhun' 2026 guide to curate cheap digital tools for SMEs

On July 27, 2026, China's Ministry of Industry and Information Technology (工业和信息化部) issued the 'Xiao-Kuai-Qing-Zhun' (小快轻准) Digital Products and Services Cultivation Guide (2026 Edition). It directs service providers to build affordable, transparently-priced offerings along five dimensions (miniaturized, fast-deploy, lightweight, precise, data-intelligent) across 15 cultivation directions, with mandatory AI integration and SME-friendly interfaces.

Why this matters for founders

Founders running small firms should look for vetted 'Xiao-Kuai-Qing-Zhun' products through MIIT and local SME digital-transformation service channels to digitize operations quickly and cheaply instead of buying heavy enterprise software, and providers can position tools to qualify for this curated supply pool.
