NYC debt-collection SHIELD rule takes effect September 1, 2026

New York City's Department of Consumer and Worker Protection amended debt-collection regulations, the SHIELD Rule, take effect September 1, 2026. They impose verification requirements, communication limits, medical-debt restrictions and recordkeeping obligations, and reach original creditors once they begin collection activity.
