SBIR and STTR reauthorized through Sept 30, 2031, with new $30M breakthrough awards

President Trump signed the Small Business Innovation and Economic Security Act of 2026 (S. 3971) on Apr 13, 2026, extending the SBIR and STTR non-dilutive R&D grant programs through Sept 30, 2031 after a six-month lapse. The law adds Phase II 'Strategic Breakthrough Awards' of up to $30M (single or milestone-based, max 48-month performance) at agencies spending over $100M/year on SBIR. Standard Phase I awards run up to about $323,090 and Phase II up to about $2.15M.
