Canada launches Small Business Procurement Program to open federal contracts to SMEs

On July 6, 2026, Public Services and Procurement Canada and ISED launched new Small Business Procurement Program (SBPP) measures, backed by $79.9M over five years for Innovative Solutions Canada plus $9.4M over five years (and $2M ongoing) for digital tools. The measures simplify bidding, expand the Procura AI Chatbot, and open a federal procurement portfolio valued at over $3 billion, of which $726M in contracts had already been awarded as of June 25, 2026.

Canadian founders can register as suppliers and pitch innovative products to federal departments through Innovative Solutions Canada, using the government as an early paying 'first customer' with shorter, simplified bid processes.
