China lifts SME loan interest-subsidy cap to 75M yuan, quadruples participating banks

In a notice issued August 21, 2026 (effective August 1, 2026), China's Ministry of Finance, PBOC and National Financial Regulatory Administration raised the per-borrower loan cap under the fiscal interest-subsidy program from 50 million to 75 million yuan for micro, small and medium enterprises, and from 10 million to 20 million yuan for service-sector businesses. The number of banks handling the subsidized loans expands from about 100 to around 400, and the personal consumption-loan subsidy ceiling rose from 3,000 to 5,000 yuan.

Why this matters for founders

A China-based founder can now seek a subsidized-interest business loan up to 75M yuan through a far wider set of ~400 participating banks-worth asking your relationship bank about before financing working capital or expansion.
