China raises SME subsidized loan cap to 75 million yuan, widens interest subsidy

On August 21, 2026 the Ministry of Finance, PBOC, and National Financial Regulatory Administration expanded the fiscal interest-subsidy program, effective August 1, 2026. The per-borrower subsidized loan cap for micro and small enterprises rose from 50 million to 75 million yuan a year (service-sector operators from 10 million to 20 million yuan), participating institutions grew from about 100 to about 400, and the central government keeps paying a 1 percentage point annualized subsidy on qualifying working-capital loans for up to 2 years.

Why this matters for founders

A founder running a micro or small company can ask any of the now roughly 400 eligible banks (including the six big state banks) for a working-capital loan issued after August 1, 2026 and claim the 1-point central subsidy on up to 75 million yuan of principal for two years.
