Shenzhen launches AI 'One Person Company' startup plan with compute and data vouchers

On 14 January 2026, Shenzhen's Bureau of Industry and Information Technology issued the AI 'OPC' (One Person Company) Entrepreneurship Ecosystem Action Plan (2026–2027), targeting 10+ OPC communities totaling 500,000+ sqm, 1,000+ high-growth AI startups and 10,000+ AI founders by end-2027. It offers compute ('training power') vouchers up to 10 million yuan, model and data vouchers up to 2 million yuan each, returnee-talent R&D subsidies up to 1 million yuan, and personal startup loans up to 600,000 yuan.
