China's MOF launches 1.5-point loan interest subsidy for MSMEs, in effect for 2026

China's Ministry of Finance and partner departments rolled out a loan interest subsidy for micro, small and medium-sized enterprises, announced 20 January 2026 and applying to newly issued fixed-asset loans from 1 January 2026. The subsidy is 1.5 percentage points per year for up to two years, on loans up to 50 million yuan per borrower and capped at 1.5 million yuan of subsidy per borrower, with an initial one-year implementation window. A parallel package encourages private investment via the National Financing Guarantee Fund.

Why this matters for founders

A China-based founder taking out a qualifying fixed-asset or expansion loan can ask their lending bank to apply the 1.5-point interest subsidy to cut borrowing costs, and check eligibility for National Financing Guarantee Fund credit enhancement when collateral is thin.
