Eligible applicants are innovative SMEs and startups with combined annual turnover under $20 million in each of the three financial years before applying, working in the National Reconstruction Fund's seven priority areas (value-add in resources; agriculture, forestry and fisheries; transport; medical science; renewables and low-emissions tech; defence capability; enabling capabilities). As of mid-2026 business.gov.au states the program is paused to new applications.
