MAS opens consultation to license stablecoin issuers under Payment Services Act

On 1 Sept 2026 the Monetary Authority of Singapore released a public consultation on legislative amendments to the Payment Services Act 2019 to implement its stablecoin regulatory framework, with feedback due by 16 Oct 2026. To be labelled a MAS-regulated stablecoin, issuers must fully back reserves before issuance, guarantee redemption at par, meet capital and disclosure requirements, and are barred from paying interest; unregulated tokens stay classified as Digital Payment Tokens.

Fintech and payments founders building or integrating stablecoin products should read the consultation and file feedback before 16 Oct 2026, then design reserve, redemption-at-par, no-interest and capital controls in from day one to qualify for the MAS-regulated label.
